The fifth annual report of the Independent Expert on human rights obligations relating to the enjoyment of a safe, clean, healthy, and sustainable environment considered the human obligations relating to climate change.

The report addressed the increasing attention paid to the relationship between climate change and human rights, the effects of climate change on the enjoyment of human rights, and the human rights obligations relating to climate change.

The report recognized four areas of human rights obligations relating to climate change:

(1) general considerations;

(2) procedural obligations;

(3) substantive obligations; and

(4) obligations in relation to vulnerable groups.
